Communities and Local Government: Housing

The Housing section of the (Department for) Communities and Local Government web site outlines the roles and responsibilities of local authorities on housing and includes: key legislation; circulars and official letters; consultation and policy documents; guidance on social housing and homelessness assistance; information on house purchase and sale (including Home Information Packs); as well as information for private landlords and tenants. There are links where relevant to associated sites, including the Home Information Packs sections of the government's Business Link and Directgov sites. Please note that content is currently being reviewed following the change in government.

The web site of City law firm Devonshires Solicitors includes a publications section with coverage of a number of topics including Housing Management and Social Housing.

Garden Court Chambers: Housing Law Bulletin

Produced by a set of barristers' chambers based in Lincoln's Inn Fields, this online bulletin provides a weekly guide to developments in housing law. Bulletins are available from January 2006 onwards.

Hardwicke

Hardwicke is a set of barristers' chambers in Lincoln's Inn specialising in civil litigation. The site content incliudes case notes, articles and newsletters on a wide range of topics including commercial law, employment, housing, property, personal injury, clinical negligence and medical malpractice. These may be accessed from any site page, either via the "Resources & Events" tab at the head or under "Useful Links" at the foot.

Homeless Pages

Resource Information Service, a specialist information charity, produces this site which provides details of publications and training on Homelessness. The “Subjects” tab includes access to a legislation section, and “Keywords” includes a legal issues category.

Housing Corporation

Legacy site of the national government agency which formerly funded new affordable housing and regulated housing associations in England. Its regulatory role was taken over on 1 December 2008 by the newly created Tenant Services Authority.

Housing Law Website

This site, created by barrister Jamal Demachkie of 3 Paper Buildings, has basic information on tenancies and is aimed primarily at public sector landlords. A "Housing Law Updates" section provides notes on recent developments in housing and landlord and tenant law.

Housing Ombudsman Service

The Housing Ombudsman Service, formerly known as the Independent Housing Ombudsman, deals with complaints against landlords and agents, and other housing disputes. All social landlords (housing associations) registered in England are members of the scheme, together with certain private landlords and management agents. There are separate "Complainants and Advisers" and "Landlords and Agents" sections, both with extensive downloadable information, reports and forms.

Nearly Legal

Nearly Legal is a blog providing housing law news and commentary, authored by barristers and solicitors practising in the field of welfare, housing, landlord and tenant and public law. It includes an extensive list of links to other housing law resources and blogs.

Tenant Services Authority

The Tenant Services Authority (TSA) was created on 1 December 2008 under the Housing and Regeneration Act 2008, replacing the Housing Corporation as the regulator for affordable housing in England. Content, either on the TSA site or via links to the legacy site of the Housing Corporation, includes information on the TSA's role and regulatory powers, guidance and Good Practice Notes. The Landlords section includes a list of registered social landlords, TSA Regulatory Judgments and Housing Corporation Assessments.
