Additional Support Needs Tribunals for Scotland

Under the Education (Additional Support for Learning) (Scotland) Act 2004 Scottish education authorities may draw up Co-ordinated Support Plans for children and young people who have "additional support needs". Additional Support Needs Tribunals hear appeals made by parents and young people on certain matters relating to such plans. The site's content includes information on the complaints procedure, annual reports, links to legislation, and a decisions database.

Adjudication Panel for Wales

The Panel's role is to form tribunals to consider whether members of local authorities in Wales have breached their authority's statutory code of conduct. Its web site includes procedural information, decisions (in the Register of Tribunals section) and annual reports.

Adjudicator to HM Land Registry

The Adjudicator deals with certain kinds of dispute arising out of the work of the Land Registry. Site content includes forms, procedural information including the text of the Adjudicator to Her Majesty's Land Registry (Practice and Procedure) Rules 2003, and decisions 2004 onwards.

Administrative Justice & Tribunals Council

This advisory non-departmental public body keeps under review the administrative justice system as a whole, ensuring that there is an effective relationship between the courts, tribunals, ombudsmen, complaint-handling bodies and alternative dispute resolution providers. It replaced the former Council on Tribunals in November 2007. The site has a link to the Tribunals, Courts and Enforcement Act 2007, under which it was established, and sections devoted to news, consultations and publications. An electronic newsletter Adjust is published quarterly. There is a comprehensive links section.

Admiralty, Commercial and London Mercantile Courts

This section of Her Majesty's Courts Service's site includes the current edition of the Admiralty & Commercial Courts Guide and an "easy guide" to using the Mercantile Court. Other content includes forms, practice directions, reports and court listings. Under "Further Resources" there are links to the Admiralty Court and Commercial Court decisions databases on the BAILII site.

Agricultural Land Tribunals

Information on the Agricultural Land Tribunals in England and Wales is provided here within the Farm Management section of the Defra web site. There are links to texts of the Agricultural Land Tribunals (Rules) Orders 1978 and 2007 and of the Agricultural Land Tribunals (Succession to Agricultural Tenancies) Order 1984.

Care Tribunal

The Care Tribunal was established under the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003 to hear appeals against decisions relating to the regulation of care services and to the employment and registration of social workers in Northern Ireland. Information on its web site includes links to legislation on the OPSI site and published decisions to date.

Central Arbitration Committee

The Central Arbitration Committee is an independent body which exercises certain statutory powers relating to the recognition and derecognition of trade unions, and determines certain kinds of disputes between trade unions and employers. It also provides voluntary arbitration in industrial disputes. The site has decisions from June 2000 onwards, details of forthcoming hearings, press releases, recent annual reports, guidance and forms.

Certification Officer

The Certification Officer performs various roles in the regulation of trade unions and employers' associations, including the determination of complaints concerning trade union elections, certain other ballots and breaches of trade union rules. Site content includes all decisions made after August 2001, together with selected earlier key decisions; annual reports 1999/2000 onwards; guidance; and lists of trade unions and employers' associations, with links to those having their own web sites.

Commons Commissioners

Commons Commissioners were appointed under the Commons Registration Act 1965 to settle disputed entries in local authority registers of common land and town and village greens and to determine the ownership of unclaimed common land and greens. Most decisions of the Commons Commissioners 1972 onwards are available to download from this page on the web site of the Association of Commons Registration Authorities (formerly the Commons and Greens Registration and Management Association).

Company Names Tribunal

The Company Names Tribunal, which was created 1 October 2008, adjudicates on disputes about opportunistic company name and limited liability partnership name registrations. It is administered by the UK Intellectual Property Office. There is a factsheet (which includes links to legislation), practice notices, forms and decisions.

Competition Appeal Tribunal

The Competion Appeal Tribunal (CAT), created by the Competition Act 1998, hears and decides appeals and other applications or claims involving competition or economic regulatory issues. Information and guidance on appeals to the Tribunal includes the text of the Tribunal's rules and a Guide to Proceedings. There are summaries and full documentation (judgments, transcripts, orders, etc) relating to all cases 2001 onwards.

Copyright Tribunal

The Copyright Tribunal (CT), established under the Copyright, Designs and Patents Act 1988, settles various types of copyright dispute, mainly in the field of collective copyright licensing. Decisions up to 1994 are available to download from the site. For later decisions there is information on how to purchase copies, apart from a number of freely downloadable "latest decisions". Also available for download are decisions of the CT's predecessor, the Performing Right Tribunal, back to 1958. Other content includes details of applications and references currently before the CT, and the current Practice Direction.

Council on Tribunals

This is the "legacy site" of the body which supervised the constitution and working of tribunals and inquiries in England, Scotland and Wales until it was replaced in November 2007 by the Administrative Justice & Tribunals Council.

Court of Appeal Civil Division

This section of Her Majesty's Courts Service's site provides information and documents relating to the Civil Division of the Court of Appeal. These include contact details; lists with brief biographical notes of judges and senior staff; daily lists and term lists; forms and guidance; practice directions; a "Questions and Answers" section providing general information on the Court and its procedures; and a glossary of Court of Appeal legal terms. "Latest Judgments" provides links to recent judgments on the BAILII web site, and "Leading Cases" links to cases on BAILII, listed both alphabetically and by subject, from 2002-2003 onwards.

Court of Protection

The Court of Protection makes decisions in relation to the property and affairs, and healthcare and personal welfare, of adults who lack the capacity to make decisions for themselves. This section of the Office of the Public Guardian site provides information on the court and a link to the Court of Protection Rules 2007 and practice directions on the HMCS web site.

Department for Constitutional Affairs: Magistrates

Although responsibility for magistrates passed to the newly-created Ministry of Justice on 9 May 2007, this section of the archived DCA web site provides information (though no longer updated) on the work of magistrates and how to become one. Documents include key legislation, guidance and consultation papers. For magistrates' court addresses see the Court Information and Addresses section on Her Majesty's Courts Service's site.

Employment Appeal Tribunal

The Employment Appeal Tribunal (EAT) is a superior court of record, with jurisdiction in England and Wales and Scotland, which deals with appeals from decisions of the Employment Tribunals, the Certification Officer and the Central Arbitration Committee. The site has cause lists, procedural information, guidance notes, forms, a consolidated version of the Employment Appeal Tribunal Rules 1993, and full text judgments July 1999 onwards.

Employment Tribunals

Employment tribunals determine disputes between employers and employees over employment rights. Information on the site includes downloadable forms and booklets relating to employment tribunals in both England & Wales and Scotland. Annual reports are available 1999/2000 onwards, and there are links to procedural rules on the OPSI site. There are no decisions on this site, but information on obtaining copies of decisions is available via the Employment Tribunals enquiry line, whose telephone number may be found in the pdf document "Public Register Visitor Information (Bury St. Edmunds)", under Bury St. Edmunds in the alphabetical list of Hearing Centres.

Finance Tribunals

The functions of the five tribunals formerly administered together as the Finance Tribunals have all now been tranferred into the new tribunals structure - the Financial Services and Markets Tribunal and Pensions Regulator Tribunal into the Tax and Chancery Chamber of the Upper Tribunal, and the Claims Management Services Tribunal, Consumer Credit Appeals Tribunal and Estate Agents Appeals Panel into the General Regulatory Chamber of the First-tier Tribunal.

First-tier Tribunal (Asylum Support)

The First-tier Tribunal (Asylum Support) considers appeals by asylum seekers against refusal or termination of support by the UK Border Agency. It was formerly known as the Asylum Support Tribunal, and earlier still, when first established in April 2000, as the Asylum Support Adjudicators. Since 3 November 2008 it has formed part of the First-tier Tribunal's Social Entitlement Chamber. First-tier Tribunal (Care Standards)

The First-tier Tribunal (Care Standards) hears appeals under the legislation relating to the care of children and vulnerable adults. Established originally under the Protection of Children Act 1999 as the Care Standards Tribunal, it has since 3 November 2008 formed part of the First-tier Tribunal's Health, Education and Social Care Chamber. There is background information about the Tribunal and its jurisdiction; links to relevant legislation; guidance on the appeals process and procedures; forms; and published decisions April 2001 onwards.

First-tier Tribunal (Charity)

The First-tier Tribunal (Charity) hears appeals and applications for review from certain decisions of the Charity Commission, and considers matters referred to it by the Attorney General or by the Charity Commission. Formerly known as the Charity Tribunal, it has since 1 September 2009 formed part of the First-tier Tribunal's General Regulatory Chamber. Its web site includes forms and guidance, decisions, and links to the Charities Act 2006 (under which it was established) and the Charity Tribunal Rules 2008.

First-tier Tribunal (Claims Management Services)

The First-tier Tribunal (Claims Management Services) hears appeals from businesses and individuals relating to decisions of the Claims Management Regulator. It was established on 18 January 2010 as part of the General Regulatory Chamber of the First-tier Tribunal, replacing the former Claims Management Services Tribunal which had existed since February 2007. Decisions on the site include those of the Claims Management Services Tribunal. Other content includes procedural rules, forms and guidance.

First-tier Tribunal (Consumer Credit)

The First-tier Tribunal (Consumer Credit) hears appeals arising from licensing decisions of the Office of Fair Trading (OFT) and from decisions of the OFT under the Money Laundering Regulations 2007. It came into existence on 1 September 2009, taking over the functions of the Consumer Credit Appeals Tribunal (2008-2009) and forming part of the First-tier Tribunal's General Regulatory Chamber. Its web site includes rules, forms, guidance, and decisions 2008 onwards.

First-tier Tribunal (Criminal Injuries Compensation)

The First-tier Tribunal (Criminal Injuries Compensation) hears appeals against awards made by the Criminal Injuries Compensation Authority under the Criminal Injuries Compensation Scheme. Formerly known as the Criminal Injuries Compensation Appeals Panel (CICAP), it has since 3 November 2008 formed part of the First-tier Tribunal's Social Entitlement Chamber. The site includes the 1996, 2001 and 2008 schemes, with guidance documents; Chairman's directions, practice statements and protocol; annual reports 2001/2002 onwards; and case digests with links to full text.

First-tier Tribunal (Environment)

The First-tier Tribunal (Environment) hears appeals from civil sanctions made available for certain specified offences for use by the regulators Environment Agency and Natural England. It was created on 6 April 2010 and forms part of the First-tier Tribunal's General Regulatory Chamber. The web site includes forms and guidance, rules, and a link to the enabling legislation, the Regulatory Enforcement and Sanctions Act 2008. Decisions will be added in due course.

First-tier Tribunal (Estate Agents)

The First-tier Tribunal (Estate Agents) was formerly known as the Estate Agents Appeals Panel. Since 1 September 2009 it has formed part of the First-tier Tribunal's General Regulatory Chamber. Under the Estate Agents Act 1979 the Office of Fair Trading can make an order prohibiting a person from acting as an estate agent. The Tribunal hears appeals against these orders. The site provides forms and guidance, the text of the Estate Agents (Appeals) Regulations 1981, and details of current and forthcoming hearings and of recent decisions.

First-tier Tribunal (Gambling)

The First-tier Tribunal (Gambling), part of the First-tier Tribunal's General Regulatory Chamber, hears appeals against decisions of the Gambling Commission. It came into existence on 18 January 2010 when it took over from the Gambling Appeals Tribunal. There is information on the appeal process, forms, procedural rules, and links to relevant legislation, including the Gambling Act 2005 (under which the Gambling Commission and the Gambling Appeals Tribunal were established).

First-tier Tribunal (Immigration and Asylum Chamber)

The First-tier Tribunal (Immigration and Asylum Chamber) deals with appeals against decisions made by the Home Secretary and his officials in immigration, asylum and nationality matters. It was established 15 February 2010 when it replaced, along with a new Upper Tribunal (Immigration and Asylum Chamber), the former Asylum and Immigration Tribunal. The site has information about appeal procedures, forms and guidance, and details of hearing centres. First-tier Tribunal (Immigration Services)

The First-tier Tribunal (Immigration Services) hears appeals against decisions made by the Office of the Immigration Services Commissioner and considers disciplinary charges brought against immigration advisors by the Commissioner. It was established in October 2000 as the Immigration Services Tribunal, published its first decisions in 2001, and was transferred into the General Regulatory Chamber of the First-tier Tribunal on 18 January 2010. The site includes guidance, rules, forms, a register of all cases 2001 onwards, and a searchable database of decisions 2001 onwards.

First-tier Tribunal (Information Rights)

The First-tier Tribunal (Information Rights) hears appeals from notices issued by the Information Commissioner under data protection and freedom of information legislation. It was originally established in 2000 as the Data Protection Tribunal, was subsequently renamed the Information Tribunal, and on 18 January 2010 was transferred into the General Regulatory Chamber of the First-tier Tribunal. Its web site has details of the appeal procedure, links to relevant legislation including procedural rules, a list of pending appeals ("Current Cases"), and decisions 2000 onwards in full text.

First-tier Tribunal (Local Government Standards in England)

The First-tier Tribunal (Local Government Standards in England) came into existence on 18 January 2010, taking over from the Adjudication Panel for England (2003-2010) and forming part of the First-tier Tribunal's General Regulatory Chamber. It hears and adjudicates on matters concerning the conduct of local authority councillors, including appeals against the decisions of local standards committees. Its web site includes procedural information, guidance and forms, annual reports, decisions 2003 onwards, and links to relevant legislation on the OPSI site.

First-tier Tribunal (Mental Health)

The First-tier Tribunal (Mental Health) is responsible for hearing applications or references relating to people detained under the Mental Health Act 1983 (as amended by the Mental Health Act 2007). Formerly known as the Mental Health Review Tribunal, it has since 3 November 2008 formed part of the First-tier Tribunal's Health, Education and Social Care Chamber. The site has forms, guidance leaflets, annual reports, and links to legislation. There are separate sections providing information targeted specifically at three user groups - patients and family members, healthcare and social care professionals, and legal representatives.

First-tier Tribunal (Primary Health Lists)

Primary Health Lists became a jurisdiction within the Health, Education and Social Care Chamber of the First-tier Tribunal on 18 January 2010, taking over the role of the former Family Health Services Appeal Authority (FHSAA). It hears appeals from providers of primary health care against suspension or removal from health authority lists. The site has procedural information and guidance, relevant legislation, recent annual reports, details of forthcoming cases ("Fixtures"), a searchable case digest, and decisions June 2004 onwards.

First-tier Tribunal (Social Security and Child Support)

The First-tier Tribunal (Social Security and Child Support) deals with appeals from decisions of the Department for Work and Pensions and the Child Support Agency, as well as other government departments and local authorities, concerning social security, child support, income support, housing and other benefits. It was formerly known as the Social Security Appeal Tribunal, and earlier still as the Appeals Service. Since 3 November 2008 it has formed part of the First-tier Tribunal's Social Entitlement Chamber. The site provides general information, forms, guidance on how to appeal, and links to legislation.

First-tier Tribunal (Special Educational Needs and Disability)

The First-tier Tribunal (Special Educational Needs and Disability) hears appeals from parents of children with special educational needs against decisions made by English local authorities about their children's education. Formerly known as the Special Educational Needs and Disability Tribunal (SENDIST), it has since 3 November 2008 formed part of the First-tier Tribunal's Health, Education and Social Care Chamber. Much of the information on the site is to be found either under the tab "Parents" (information for parents and anyone helping them to appeal to the Tribunal) or under "LAs & RBs" (information for local education authorities and other regular users of the Tribunal - this tab can be accessed via the "Decisions" tab). There are forms, guidance, annual reports, and links to relevant legislation. A searchable list of decisions currently covers October 2000 to July 2006, with full text available for most.

First-tier Tribunal (Tax)

The Tax Chamber of the First-tier Tribunal hears appeals against decisions relating to tax made by Her Majesty's Revenue & Customs (HMRC). It was created on 1 April 2009, replacing four former separate tax tribunals - the General Commissioners of Income Tax, the VAT and Duties Tribunal, the Special Commissioners of Income Tax and the Section 704/706 Tribunal. Its web site includes forms and guidance, and links to procedural rules and other legislation on the OPSI site. There are decisions 2002 to date (searchable April 2003 onwards), together with a few earlier ones.

First-tier Tribunal (Transport)

The First-tier Tribunal (Transport) hears and decides appeals against decisions of the Registrar of Approved Driving Instructors, and can also hear appeals for London service permits against decisions of Transport for London and resolve disputes over postal charges. It was created on 1 September 2009 and forms part of the First-tier Tribunal's General Regulatory Chamber. It took over the work of the former Transport Tribunal except for that relating to the Traffic Commissioners, which is now dealt with in the Administrative Appeals Chamber of the Upper Tribunal. Its web site has forms and guidance, with links to the full text of procedural rules on the OPSI site. The "Decisions and Digest" section has a Register listing all cases from 2000 onwards; a Digest, arranged by subject, of cases from 2000 onwards; and a searchable database of all decisions, also from 2000 onwards.

First-tier Tribunal (War Pensions and Armed Forces Compensation)

The First-tier Tribunal (War Pensions and Armed Forces Compensation) hears appeals from ex-servicemen or women in England and Wales about the two schemes that provide compensation for injuries in the armed forces - the War Pensions Scheme and the Armed Forces Compensation Scheme. Formerly known as the Pensions Appeal Tribunal, it has since 3 November 2008 formed the War Pensions and Armed Forces Compensation Chamber of the First-tier Tribunal. The site provides information on the appeal process, leaflets, forms, and procedural rules.

Gender Recognition Panel

The Gender Recognition Panel, established under the Gender Recognition Act 2004, assesses applications from transsexual people who wish to be legally recognised in their acquired gender. Its web site has information, forms, guidance, a list of specialists in the field of gender dysphoria, and links to relevant legislation.

General Commissioners of Income Tax

The General Commissioners of Income Tax formerly heard appeals against decisions made by Her Majesty's Revenue and Customs on various tax-related matters. They were abolished on 1 April 2009 and their functions transferred to the Tax Chamber of the First-tier Tribunal. All that now remains on the site is a history of the General Commissioners.

Her Majesty's Courts Service

Her Majesty's Courts Service, an executive agency of the Ministry of Justice, is responsible for the administration of the civil, family and criminal courts in England and Wales. The site includes cause lists, court addresses, forms, procedural guidance and practice directions.

Independent Review Service for the Social Fund

The Independent Review Service carries out independent reviews of discretionary Social Fund decisions made in Jobcentre Plus offices in England, Scotland and Wales. The "Publications and Leaflets" section includes the IRS Journal and a digest of inspectors' decisions (both from winter 1999 onwards), recent annual reports, and the Social Fund Commissioner's advice to inspectors. In the section "Your Rights and the Law" there are links to relevant Acts on the OPSI web site.

Industrial Tribunals and the Fair Employment Tribunal, Northern Ireland

Industrial Tribunals in Northern Ireland hear and determine claims relating to a range of employment matters, including unfair dismissal, breach of contract, and discrimination on the grounds of sex, race, disability, sexual orientation and equal pay. The Fair Employment Tribunal hears and determines complaints of discrimination on the grounds of religious belief and/or political opinion. The site contains main decisions, in a searchable database, from the beginning of 2007 onwards. Information booklets may be downloaded from the Publications & Statistics section. In the Useful Information section there are links to relevant legislation on the OPSI web site.

Investigatory Powers Tribunal

The Regulation of Investigatory Powers Act 2000 entitles the UK Intelligence Services and certain other organisations to intercept telephone calls ("telephone tapping"), post and email in the exercise of their duties. The Investigatory Powers Tribunal (IPT) investigates complaints about the use of these powers. Besides information and forms relating to the complaint procedure, and the texts of IPT rulings, the web site provides access to relevant legislation and codes of practice, and to annual reports 2001 onwards of the Interception of Communications Commissioner and of the Intelligence Services Commissioner.

Judicial Committee of the Privy Council

The Judicial Committee of the Privy Council (JCPC) is the highest court of appeal for many current and former Commonwealth countries, as well as the UK's overseas territories, crown dependencies (Jersey, Guernsey and the Isle of Man), and military sovereign base areas. This new web site, created following JCPC's move from Downing Street to Parliament Square in 2009, includes details of JCPC's role and powers; lists of relevant legislation; procedural information (forms, rules and practice directions); details of current cases and future sittings; and judgments ("Decided Cases"). Judgments from 1999 to August 2009 and selected key judgments before 1999 remain on the main Privy Council Office web site, to which a link is provided on the "Decided Cases" page.

Lands Tribunal for Northern Ireland

The Lands Tribunal resolves disputes about the value of land and buildings in Northern Ireland, and about their occupation, use or development. Its web site provides information on its functions; links to relevant legislation, including the Lands Tribunal Rules (Northern Ireland) 1976 as amended; downloadable forms; and a table of published decisions since 1990 (and selected earlier ones), with links to full texts of the decisions.

Lands Tribunal for Scotland

The Lands Tribunal for Scotland deals with various types of dispute involving land or property. Its web site has general information, forms, procedural guidance, links to relevant legislation, and selected recent decisions.

LEASE

LEASE is the Leasehold Advisory Service, an independent advice agency funded by Government grant. There are full text (pdf) decisions and determinations of Leasehold Valuation Tribunals 1994 onwards, together with various guides (some including links to legislation), reports and other publications relating to the residential leasehold and commonhold systems.

Mental Health Tribunal for Scotland

The Mental Health Tribunal for Scotland (MHTS) began hearings in October 2005, when the main provisions of the Mental Health (Care and Treatment) (Scotland) Act 2003 came into force. Its web site provides information on the Tribunal's role and organisation, including quarterly statistical reports on its activities, the most recent annual report, and links to relevant legislation. The full texts of court judgments in appeals against MHTS decisions are provided under "Case Law" within the "Useful Information" section.

National Security Certificate

There used to exist a National Security Appeals Panel (NSAP), a separate Panel of the former Information Tribunal which heard appeals against certificates issued by a Minister of the Crown on national security grounds. The Information Tribunal was replaced on 18 January 2010 by the First-tier Tribunal (Information Rights). This page on the First-tier Tribunal (Information Rights) web site provides information on the present procedure for such appeals and the full texts of past NSAP decisions.

Nominet: Disputes/Legal

Nominet UK is the registrar of .uk domain names. This section of its web site provides details of the Dispute Resolution Service (DRS) it operates for domain name disputes. Besides a database of DRS decisions, there is information on court cases which have involved Nominet and a general note on domain name case law. Where appropriate there are case digests and links to full text judgments.

Northern Ireland Courts and Tribunals Service

The Northern Ireland Courts and Tribunals Service, an agency of Northern Ireland's Department of Justice, administers the courts of Northern Ireland, comprising the Supreme Court, the county courts, magistrates' courts, coroners' courts, and certain tribunals. Information and documents on the site include: court and tribunal addresses; court lists; reports; consultation papers; information leaflets; press releases; recent legislation relating to the courts (eg court rules); and selected full text judgments 1999 onwards.

Office of Surveillance Commissioners

The OSC oversees the conduct of covert surveillance and covert human intelligence sources by public authorities. The "Advice & Guidance" section of its web site includes links to relevant Acts, Statutory Instruments, Codes of Practice and lists of cases and judgments.

Office of the Judge Advocate General

The Judge Advocate General is the presiding judge in the military criminal jurisdiction, and the Office of the Judge Advocate General is responsible for courts martial - trials of service men and women for serious criminal offences. This section of Her Majesty's Courts Service's web site includes the various official guides to court martial practice, procedure and sentencing.

Office of the Schools Adjudicator

The OSA deals with certain kinds of dispute relating to school admission arrangements and the organisation of schools. Its site includes decisions and judicial reviews of decisions 1999 onwards; links to relevant legislation; recent press releases; and recent annual reports.

Parking and Traffic Appeals Service

The Parking and Traffic Appeals Service provides administrative support to the Parking and Traffic Adjudicators and the Road User Charging Adjudicators Tribunal, who deal with disputed penalty charge notices (relating to parking, bus lanes, the congestion charge, etc) in London. The site includes information on the enforcement and appeals process, the text of regulations relating to adjudication, and key decisions of the adjudicators.

Pensions Appeal Tribunals - Scotland

Pensions Appeal Tribunals Scotland hear appeals from ex-servicemen and women in Scotland who have had their claims for a war pension rejected by the Secretary of State for Defence. Besides information on the appeal process, the site has a set of Medical Appendices which provide basic information on a range of medical conditions.

Planning Appeals Commission

The Planning Appeals Commission (PAC) is an independent appellate body which deals with a range of land use planning issues and related matters in Northern Ireland. The site includes information, forms and guidance for appellants. Proscribed Organisations Appeal Commission

The Proscribed Organisations Appeal Commission (POAC) is a superior court of record, created by the Terrorism Act 2000, which deals with cases where the Home Secretary refuses to de-proscribe organisations believed to be involved in terrorism. Its site has background information, cause lists, judgments ("Outcomes"), and links to legislation, including procedural rules, on the OPSI site.

Residential Property Tribunal Service

The Residential Property Tribunal Service (RPTS) is the umbrella organisation for the five regional offices known as Rent Assessment Panels, which settle disputes in England involving private rented and leasehold property, through Rent Assessment Committees, Leasehold Valuation Tribunals and Residential Property Tribunals. The site includes guidance notes, forms, information on appeals and on complaints procedures, and decisions and reasons documents made by Rent Assessment Committees and Leasehold Valuation Tribunals from 1 January 2003.

Review of Tribunals

Sir Andrew Leggatt's Review of Tribunals made recommendations which led to the creation of the Tribunals Service in 2006. This site has the full text of the report Tribunals for Users - One System, One Service published August 2001, and of the consultation paper published June 2000, together with press releases and other information.

Scottish Courts

Scottish Courts is the web site of the Scottish Court Service, an executive agency of the Scottish government which is responsible for the Court of Session, High Court of Justiciary, Sheriff Courts, Justice of the Peace Courts and the Office of the Public Guardian. The site also provides brief details of other courts. There are Court of Session opinions September 1998 onwards (commercial cases January 1998 onwards) and selected full text judgments of the High Court and Sheriff Courts. Opinions pages are updated daily at 2 pm. Court rules and Rolls of Court (i.e. lists of business) are also available.

Scottish Solicitors' Discipline Tribunal

The SSDT is an independent body which deals with serious disciplinary issues, and certain other matters, concerning solicitors in Scotland. Its findings are accessible on the site in full text, 1995 onwards, together with its procedural rules, annual reports 2000/2001 onwards, and general information in the form of FAQs.

Solicitors Disciplinary Tribunal

The Solicitors Disciplinary Tribunal adjudicates on alleged breaches of rules of professional conduct by members of the solicitors' profession in England and Wales. Its web site includes information about the constitution and procedures of the tribunal, lists of forthcoming hearings, and annual reports 2001 onwards.

Special Educational Needs Tribunal for Wales

A separate devolved Special Educational Needs Tribunal for Wales (SENTW) came into being in September 2003. Its web site has contact details and information aimed primarily at parents in Wales whose children have special educational needs.

Special Immigration Appeals Commission

SIAC, which is a superior court of record, deals with appeals from certain immigration decisions of the Home Secretary where international terrorism, national security or other matters of public interest are involved. The site has cause lists, forms and guidance, links to legislation, and an "Outcomes" database containing the texts of judgments of the Commission ("open determinations") and of any subsequent reviews of determinations.

Supreme Court

The Supreme Court of the United Kingdom was formally established on 1 October 2009. It assumed the jurisdiction of the former Appellate Committee of the House of Lords as the highest appellate court for all civil cases within the UK and the final court of appeal for criminal cases within England, Wales and Northern Ireland. It also assumed the devolution jurisdiction hitherto exercised by the Judicial Committee of the Privy Council. Its web site provides details of the court's role; procedural information including the Supreme Court Rules 2009, forms and practice directions; details of cases currently being heard; and judgments.

Technology and Construction Court

The Technology and Construction Court (TCC) was formerly (before October1998) known as the Official Referees' Court. It deals principally with disputes arising in such specialist fields as engineering, technology and building. The TCC section of Her Majesty's Courts Service's site provides daily lists, forms, judgments (via a link to the BAILII site), practice directions and guidance documents such as the Technology and Construction Court Guide.

Traffic Penalty Tribunal

The Traffic Penalty Tribunal, formerly the National Parking Adjudication Service, decides appeals against parking penalties issued by Civil Enforcement Authorities in England (outside London) and Wales and against bus-lane penalties issued by Civil Enforcement Authorities in England (outside London). The site provides information on the appeal process, a selection of typical cases, annual reports 1999/2000 onwards, and links to the text of the Statutory Instruments which govern parking appeals in England and Wales (except London).

Tribunals Service

The Tribunals Service, an executive agency of the Ministry of Justice, provides common administrative support to the main central government tribunals. Its web site has information on the Tribunals Service's background and function, including details of the new system of First-tier and Upper Tribunals which is being introduced in phases from 3 November 2008. A "Rules & Legislation" section provides links to rules, orders and other SIs relating to the new system, and also links to the procedural rules of individual tribunals for which the Tribunals Service is responsible.

UKSC Blog

The Supreme Court of the United Kingdom, established in October 2009, is the subject of this blog, created by a group of solicitors and barristers specialising in litigation and with an interest in the judicial work of the House of Lords and the new Supreme Court. Coverage is from May 2009 and therefore includes the final few weeks of the Appellate Committee of the House of Lords.

Upper Tribunal (Administrative Appeals)

The Administrative Appeals Chamber of the Upper Tribunal is a superior court of record, with UK-wide jurisdiction. It deals with appeals from the General Regulatory Chamber, the Health, Education and Social Care Chamber, the Social Entitlement Chamber and the War Pensions and Armed Forces Compensation Chamber of the First-tier Tribunal. It also deals with first appeals from decisions of the Independent Safeguarding Authority and of the Traffic Commissioners. Upon its establishment on 3 November 2008 it took over the work of the former Social Security, Child Support and Pensions Appeal Commissioners, who dealt with appeals on points of law from Social Security, Child Support and Pensions Appeal Tribunals. The site has information, guidance and downloadable forms. It also provides access either on the site or via links to decisions 1991 onwards for England & Wales and Scotland (and to some earlier decisions), and also to decisions 1973 onwards (and a very small number of earlier ones) of the separate Northern Ireland Commissioners. (Reported decisions are also available on the Department for Work and Pensions site.)

Upper Tribunal (Immigration and Asylum Chamber)

The Upper Tribunal (Immigration and Asylum Chamber) is a superior court of record which deals with appeals against decisions made by the First-tier Tribunal (Immigration and Asylum Chamber). It was established 15 February 2010 when, along with the new First-tier Tribunal (Immigration and Asylum Chamber), it replaced the former Asylum and Immigration Tribunal. The site has procedural rules, forms and guidance, and details of hearing centres. There is a case law database which covers both of the new chambers and includes archived cases of the superseded tribunals back to 2000.

Upper Tribunal (Lands Chamber)

The Lands Tribunal, as it is still commonly referred to, was transferred into the Lands Chamber of the Upper Tribunal on 1 June 2009. It is an independent judicial body set up to resolve certain kinds of dispute about land in England and Wales. The site has information about the Tribunal's jurisdictions and procedure; practice directions; forms and guidance; the Lands Tribunal Rules 1996 as amended; and the Upper Tribunal (Lands Chamber) Fees Order 2009. There are decisions 2000 onwards, and details of cases appealed to the Court of Appeal 2000 onwards.

Upper Tribunal (Tax and Chancery)

The main function of the Tax and Chancery Chamber of the Upper Tribunal is to decide applications for permission to appeal and appeals on points of law from decisions of the First-tier Tribunal in tax and charity cases. It was established on 1 April 2009 as a superior court of record with UK-wide jurisdiction, and on 6 April 2010 took over additionally the functions of the former Financial Services and Markets Tribunal (FSMT) and Pensions Regulator Tribunal (PRT). Its web site includes forms and guidance, links to procedural rules on the OPSI site, and decisions, including those of FSMT and PRT.

Valuation Tribunal

The Valuation Tribunal deals with appeals about council tax and non-domestic (business) rates in England. Its web site includes information, guidance notes, recent annual reports, the full text of the Council Tax Guidance Manual, newsletters and other publications. Select "Listings & Decisions" to access a database, covering Wales as well as England, of rating decisions October 1999 onwards, and council tax decisions November 2005 onwards. There are also notes of recent cases in the online newsletters Valuation in Practice (October 2004 onwards).

Valuation Tribunal for Wales

The Valuation Tribunal for Wales (VTW) deals with appeals about non-domestic rates and council tax. Its web site has information (much of it in the form of FAQs) and guidance on appeals in Wales, and provides access under "Listings and Decisions" to both English and Welsh appeal decisions, on rating 1993 onwards, and on council tax November 1995 onwards.
